Future In Our Hands The Gambia (FIOHTG) invites applicant suitably qualified to fill the position of a Senior Program Officer at our Construction and Technical Training Unit. The post-holder will actively participate in facilitating the planning and implementation of all construction Projects, which FIOHTG has been contracted, from the earliest stages to completion.
Job Summary:
The successful applicant will provide technical support to the Construction and Technical Training Unit of FIOHTG, particularly for large and complex projects, ensuring effective team management and coordination; systems and processes are in place that support high-quality programming advancing FIOHTG in serving Gambian communities. Initiates responsible for expanding and improving community services whiles identifying needs of VDPs.
The Senior Program Officer of the Construction and Technical Training Unit is responsible for facilitating efficient execution of the construction process for buildings and other pieces of infrastructure. This includes upholding the use of quality materials and procedures, adhering to budgets to complete tasks and reviewing contracts to make sure that current practices align with the FIOHTG and donor requirements. Ensures all the logistics for construction projects are executed on time, conduct site visits and report to Unit Manager on project progress. He/she is responsible for creating work schedules of the team, and allocating responsibilities via the Unit Manager’s supervision.

Roles and Responsibilities:
Aside from the primary duty of facilitating efficient implementation of all construction projects, a Senior Program Officer will have other duties and responsibilities as well. Some of these duties and responsibilities include, but are not limited to, the following:
- Choose the types of tools to use in the construction and track the inventory of those tools.
- Keep daily employee logs and monitor the conduct of each one of them.
- Ensure that the construction project complies with all safety, building regulations according to FIOHTG, national and donor requirements.
- Conduct an in-depth analysis of the project to come up with the budget and deliverables.
- Work closely with the Procurement Committee/Office on the development of terms of reference (TOR) for the recruitment of contractors and vendors for the supply of building materials and supplies
- Conduct assessment of contractors and build their capacities for quality performance
- Conduct orientation for all contractors hired for the construction of projects in accordance with FIOHTG and donor requirements
- Establish risk factors, manage and mitigate them to ensure the construction goes on smoothly.
- Work closely with Architects and Engineers to establish the requirements for the construction as recommended by FIOHTG and donors.
- Liaise with local authorities to obtain licenses and permits for the project.
- Prepare Monthly, Quarterly and Annual progress reports as and when required by FIOHTG and donors on construction projects for onward submission to the Director.
- Participate in the recruitment of local contractors for construction projects
- Build networks and partnerships with potential partners on behalf of FIOHTG.
- Develop annual unit staff capacity development plan with the Unit Manager/HR.
- Fully participate in fundraising activities in collaboration with the Fundraising Officer.
- Prepare Standard bills for School Infrastructure.
- Provide technical support to unit staff and delegate tasks when required.
- Complete unit monthly/Quarterly and Annual reports and fully participate in the compilation of the organization’s annual report.
- Work closely with other organizational units for the developmental growth of FIOHTG
- Participate fully in policy reviews, research and development of evidence-based proposals
- Participate actively in annual staff performance review and appraisals.
- Upload all work plans and progress reports onto the appropriate section of the FIOHTG platforms.
Education
Bachelor’s Degree in Construction or related Field.
Essential Experience
- At least 5 years minimum working experience in construction or its related field
- Project planning and management experience
- 5 years experience in quantity surveying.

- In-depth understanding of the policy requirements of School construction, national and international levels development of Bill of Quantity (BOQ).
- Managing projects funded by both local and international donors such as EU, World Bank, MRC Holland Foundation etc.

General Responsibilities:
Plans and oversees all construction projects, for which FIOHTG has been contracted, from the earliest stages to completion. Serves as unit head responsible for managing all staff in the construction unit.
Specific Duties of Senior Program Officer – Construction Unit:
- Supervises contractors throughout the building process
- Conducts training of contractors and masons on best methods and practices
- Conduct screening and identification of building contractors for new projects
- Develops contracts and signs with Unit Manager and Contractors on new projects with the approval Director.
- Liaises with Ministry of Education’s PCU in preparing Project documents
- Sketches building plans and designs them accordingly.
- Calculates financial estimates of projects
- Oversees the procurement of some building materials
- Identifies new contract opportunities
- Participates in fundraising efforts with potential donors
- Represent the Unit and the Organization in meetings and conferences of related themes.
